昨日の朝から
草津ー万座ー志賀高原ー山田
という、テレマークスキーツアー
のお手伝いで出かけている。

ツアーは山の中を、私は車で
宿泊地へ。
冬期間は須坂から万座への道と
志賀高原から草津へ抜ける道は
通行できないので、菅平をまわって
草津へ行き、万座で一泊、
そして同じ道を通って須坂に戻り
中野を抜けて志賀高原まで
とかなり大回りのドライブ
となる。

ひょいと山の上を飛ぶことが
できればどこも直ぐお隣どおしに
俯瞰できるはずだ。
おそらくは餌を求めて
日々ひとっ飛びしているであろう
イヌワシ等の大型の鳥達に
思いを馳せる。
偉大な存在だ。

Since yesterday morning, I am helping
a telemark ski tour going from
Kusatsu through Manza and Shiga to Yamada.

During winter, the roads to Manza from Suzaka
and from Shiga to Kusatsu are closed, I have to
drive from Suzaka to Kusatsu via Sugadaira,
stay one night at Manza, and drive back via
Sugadaira to Shiga through Nakano. It was a
great detour long drive route.

However, if I was able to fly the sky,
I would be able to gaze down all these area
side by side each other in a narrow space.
Probably big birds like eagle would fly over
these area looking for pray everyday.
I have to imagine their sight and feel
amazed with these great birds.

先日の須高農協ぶどう部会
のぶどう生産振興大会。
1100人の生産者のうち200人以上
が参加するという大盛会であった。
危機感の裏返しというところか。

ナガノパープルやシャインマスカットの
生産技術の専門的話もあったせいも
あるだろう。

年が変わってから、聞こえて
来るのは『種無し』の大合唱だ。
今回は農協も市場関係者も農家の尻を盛んに
叩いていた。

JA須高に関していえば、
『巨峰の生産量日本一』と
『ナガノパープルの生産量日本一』という
看板があるが、巨峰（種あり）の地盤沈下が
著しく、単価では中野農協に逆転
されたらしい。全国でも単価は、須高が
上位を保ち中野は下位が指定席だった
というのに。その理由が種無しだ。

ほんの2年前までは『巨峰は種ありで
ないとうまくない。須高は種ありのみ
で行くんです。』と言っていたのに。

少々色が薄くても甘ければいい、消費者は
種無しから買ってゆくんです、ということだった。

巨峰は過去のものになったんでな～。
ということは、JA須高は過去の栄光に
しがみつくのはやめたということか。

There held a Grape growers' meeting at
JA Suko. More than 200 growers out of
1100 attended. So many people came to the
meeting partially because they were worrying
about the future of grape production. This year
the sale price was so low and the people
are so anxious about the grape price this year.

Other reasons were that the growing technique
were explained for the new breeds like Nagano
Purple and Shine Muscat.

The growers were almost chased by JA and the
market to produce seedles grapes. They urged us
to change to seedless grapes otherwise there would
be no hope for the growers, according to how they
talked.

Regarding JA Suko,
we are number one in Japan in terms of
1) the production of kyoho grapes (seeded), and
2) the pruduction of Nagano Purple.
However, the kyoho price has declined and
the unit sale price of kyoho in Suko area were
exceeded by that in JA Nakano. For long time,
JA Suko's fixed position was among the top group
while that of JA Nakano was in the lower group.
The reason of the change is seedles grape.

JA Suko only recommended seeded for kyoho grape
by saying that seeded was tasiter than seedles.
So they only recommend seeded kyoho. Now they changed
their recognition. They say, lighter color can be
compensated by the sweet taste. Seedles grapes sell much
faster than seeded kyoho.

It suggests that Kyoho has become the grape in past.
JA Suko seemed to have decided to throw awasy its
number one title in seeded kyoho but to develop
into a new era.

昨日から菅平・峰の原に
出かけていた。
いろいろと用事があり、
色々と人にあい、
いろいろと話をした。
少しずつ前進。

昨日は須坂では
半分雪半分雨だったが
1200メートルから
1500メートルの標高のここでは
雪。暖かいとはいってもこの
標高では雪もなかなか溶けない。
他の有名スキー場では
雪不足でも、この辺では
まだ雪がたっぷりとある。
案外と穴場ですよ。

I went to Sugadaira and Minenohara
since yesterday. I had a few things
to do, met people and discuss things.
I felt everything would make progress
littel by little.

It was half rainy and half snowy
yesterday in Suzaka. But over there
where the altitude is around 1200m to
1500m it was definitely snowing and
it would not melt easily. Therefore
even though other famous ski resorts
suffer from little snow, there are
much more snow than expected.
Not so much know for spring ski, but
it must be a good place to enjoy
the remaining winter.

暖かいと思えば寒くなり、
雪かと思えば直ぐ雨になり、
春が早いかと心配しつつ
他人の剪定の進み具合
を横目にあせったり、
あせらなかったり。
畑を開墾することを
考えたり迷ったり。
毎日毎日やる事が浮か
んでは消え、忘れては思
い出す。天気も頭も
三寒四温な今日この頃。

The weather has been changing
this winter be it warm one day
and cold on another day.
It snows one time and suddenly it
turns to rain. I sometimes worry
about early spring being anxious
about the progress of pruning of
own farm by comparing with others'.
I wonder one day if I should go ahead
for new vineyard development this year
or not on another day.
Everyday I notice so many things
to be done and every next day I forget
about them. This time of year, the weather
and my mind have been changing at every
moment. But the time of bud burst is surely
approaching notwithstanding with
whether I am making progress or not.

今年で何回目になるのか
知らないけれど、須坂市と
長野地方事務所の共催（共同研究）
の首記のシンポジウムが開かれた。
ざっと会場を見回すとほとんどが
市職員。プラス議員さん。一般市民
は1割もいたかな？
2時からの講演に向けては「ゆっくらんど」
の地元の人がちらほら入って来たようだ。

まず、「人口増に結びつく喫緊の
課題に絞って検討した」結果発表。
1. 既存の産業団地（50％残とか）への
企業誘致。要件緩和やリサイクル業者も入れる
様にしたいと。
2. 新たな産業団地確保とそのための
法規制対策（つまり農地をもっと簡単に
企業が使えるようにしたい）。
3. 観光客誘致。米子の滝へのシャトルバス
実施とアンケート取りました、ということ。
それに須坂市内の観光名所や産業遺構など
を歩いてまわれるマップを作りましたと。

ご挨拶の中で副市長も強調していたが、
どうしても新たな産業団地を作りたいようだ。

それにしても、と思う。
昨年この人たちが呼んだ藻谷さんの講演で、
「人口は増えません。いかに減少のスピードを
緩和するかが重要で、そのためには
中心市街地活性化が鍵です」
「観光業社の加わらない観光の議論は
無意味です」等言われているのに、その考えが
全く反映されていない様に映る。
取捨選択はあるとして、昨年の講演から
参考にしたアイデアなり、考え方は
何なんだろうな～？

結論ありきのその結論へ向けての「研究」
とは何なのか？県職員と市職員による
共同研究の結果が歩き方マップの作成か？

さて、2時からの講演。
市内日帰り温泉施設の「ゆっくらんど」の
新しい指定管理者に決まった、上田で「十福
の湯」を経営する熊原さんのお話。
1日100人もお客さんが来ないと言われた
山の中の日帰り温泉を人気の施設にできたのか
の実践と、「ゆっくらんど」を「おもてなし戦略」
で経営したいというコンセプトがわかりやすく
話された。聴衆一同感服というところだろうか。
「ゆっくらんど」の成功が予感されるような
印象を受けました。

飯田の直売所「グリーンファーム」の社長さんの
別の講演（昨年）とダブル部分がありました。
1) こんなところで商売はなりたたないと、
　専門家やコンサルに言われた。
2) 大きな理念がないとダメ。
3) 自分の都合を押し付けない。
4) ちょっとした感動がある。
5) お客さんが知り合いをつれてきて勝手に
　案内や商品説明をしてくれる。
等など。

それにしても、「癒し」を提供するその裏では
徹底したデータ分析をしているんですね。
アンケートの取り方、分析の仕方一つでも
何の為にやるのかがはっきりしていて
経営に直結しているんですね～。

今の職員に「この施設を誇りに思っているか」
と聞いたんだそうです。残念ながら、と言って
ましたから、「ハイッ！もちろん！」と答えた
人はいなかったようです。
この質問、なんにでもあてはまって面白い
ですよね。
『私達（スタッフ）の誇りの、地域の誇りの
温泉を創る』というのが、コンセプトなんだ
そうです。

数日前、この辺りには何度も来ている遠来の
友人達（複数）をつれて夕食前に
お風呂に入りに行こうということになり、いくつか
候補を挙げた時、もちろん『ゆっくらんど』も
入っていたんですけど、即答『そこはイイヤ』
と言われて、そうだよねと自嘲してしまいました。

是非誇れる温泉に変えて下さい。
そして地域を変えましょう。

Today a symposium was held for the
second time at least for the Revitalization
of Suzaka City. It was co-organized by
local prefectural government and Suzaka
City government. The audiences were mostly
government staff with some town council members.
The number of citizens seemed very limited.
Towards 2 o'clock when the lecture was to be
delivered, a few more people seemingly from
aroud Yukkuland came in.

As part one, the study results done by
the prefectural government staff and
municipal government staffs about
a few emergent issues leading to
population increase were presented.
1. How to invite enterprises to the existing
industrial park of which occupancy is 50%. The
study result suggested to widen its door to
ristricted sectors including recycle companies.
2. How to develop new industrial park. The result
would want to lift existing restrictions which
means lifting the restrictions which keep farm land
only for agricultural use. In short, they want to
make it easy to use farm land for other industry.
3. How to increase the visitors. They said that
they started traffic restrictions and shuttle
bus servies to the Yonago Falls. The also
presented that they had developed five routes
for walkers inside Suzaka city visiting
must-see places and industry remains.

Vice Mayor also stressed that the city needed
a new industrial park.

Oh is that so ? These arguments reminded me
of what was talked last year by Mr. Motani
whom these people invited to deliver a
lecture. I think he said that the poupulation
would not increase but instead the important
thing was to reduce the pace and the key issue
was to revitalize the central district of the
city. He also criticized the discussion or studies
that was made without the people from local tourism
industry. I did not find any signs of such
comments being reflected in the studies.
Of course these people can chose what to pick
up or what to neglect. But I wonder what kind of
ideas or thoughts were considered ?

These presentation seemed as if they
had studied towards the results that
had been already established by someone.
Were the maps of walking around Suzaka
the results of co-studies by the prefectural
and municipal government staff ?

As part two, Mr. Kumahara who is the
president of the company running famous
popular spa in the mountains near Suzaka
and the company-select to run the Yukkukland
Spa facility in Suzaka delivered a lecture.

He talked about how he operates his spa
'Jippuku-no-yu' in Ueda. He was once
told my a local banker that he would
not have 100 cutomers a per in such a
remote place. But he managed to increase the
sales and the number of visitors every year
based on his concept and analysis. Because
it (maybe almost) was a real story, it was very
persuasive one. He would run the Yukkuland based
on the 'welcoming concept' which would provide
for the comfort to the customers. I felt that
Yukkuland would be re-born successfully.

His speech reminded me of some phrases by
the president of 'Greenfarm' a farmer's
market in Iida that had been made last year
for example;
1) many professionals warmed that the business
would fail in such a place,
2) Big concept is essential,
3) think in place of the cusotmers,
4) customers are welcome with small findings
which touch their heart
5) customers bring their friends and show around
by themselves,
and so on.

Mr. Kumaraha's spa provide for healing with the
cusotmers but in order to do so he uses his
own questionaires and its analysis to fulfill
the customers' demands. The analysis is directly
connected to the daily operation. It is impressive.

He asked the current staff of Yukkuland if
they were proud of the spa or not. The answers
were not affirmative to his regeret. We can use
this question to almost anything. What a nice
question. I would use it for myself!
His concept is 'We will make a spa which we
will be proud of and the local community will
be, too.'

Some days ago, I took some friends who
frequent to this area from big cities to
a spa and list up a few including Yukkuland.
Hardly had I finished the list, they clearly
said 'except Yukkuland' would do. I was ashamed
to include Yukkuland in that list. It was a
great pity.

I really hope that he will change Yukkuland
to our pride, and the local community as well
as he said as the eventual goal.
I will join you at the bottom of my heart.

昨日から1泊2日の人間ドック
に入っていた。会社勤めの頃は
全くコストの意識がなかったが
個人で払うと高！
農協と市役所の補助が出るとはいえ
オプション検査はやはり
悩む。

7年ぶりだったので奮発して
泊りがけを選んだのでした。

結果は、まあＯＫ。
ちょっと気をつけなきゃね
というのもありましたが、
大きな不安はなく一安心。

夕食は写真の様に
豪華版でした。これにフルーツと
タカヤシロ・ワイナリーの
赤ワインがつきました。

それにしても、担当の看護士さん
（昔風だと看護婦さん）、
1日目の朝から夜まで、また翌日も早朝から
と長時間勤務ご苦労様でした。
配膳にワインも注いでもらったりと、
そんな事までとも思いましたが、
その仕事ぶりには頭が下がりました。
しかもいつもニコニコと。
世の中、こういう人たちがいるから
動いているんだな。
私などまだ大甘ですな。

I went to an intensive medical check
which is so called Dock in Japanese
as the dock for the ships. I choose a
one night two days course. I had not
paid any attention to its cost at all
when I had been an employee before, but
now as a self-employment I had to care
about the high cost! I got some support
payment from agricultural cooperative and
from the municipal government but I wonder
which one to pick from option checks.

I decided two days course as it was the
first time thourough check in last seven years.

The result was just OK. There are a few items
I have be careful but no substantial issue at
all which relieved me a lot.

As shown in the picture, the private room
was spacious and the dinner last night
was gorgeous. Fruit and a fews glasses of red
wines by local Takayashiro winery were served.

In any case, the nurse in charge of us was around
working through the whole day from early morning till night
yesteray and today. I was so amazed at her working
including carrying food and serving wines.
I thought that was too much but she talked to us
smiling and pay attention making sure everything
being OK. That work was amazing.
I thought our society consists of many of such
persons. I felt I was still far behind from her
working attitude.

こういう状態になってしまった
葡萄の樹をみると何とも言えない
気持ちになる。まったくもう！

夏の間に虫にやられたのだ。
下の丸い穴が虫が食い入った
穴で、そのせいで樹幹が
割れてしまっている。
こうなると、せっかっく
育ててきたのに、どうしようも
ない。

低温だったり、虫だったり、
病気だったり、なかなか簡単に
はゆかせてくれない。

Such a sight makes me feel
depressed. Good grief!

The hole was made by a larva
and the trunk dried out
to split. After years of growing,
I have to give up such a vine.

Grape growing encounters many
encumbrances such as cold injury,
pest and dieseases. Life is not
so easy.

天気は良いのだが
昨日に続いて寒い日
風が冷たい。
といっても平年の気温
よりは暖かいのだそうだ。

上を向いて剪定を
していると飛行機が
1機、東から西に向かっている。
写真を撮ろうとカメラを
向けても、案外早く移動していて
チャンスを逃す。雲の向こうに
入ってしまった。

午後はナガノパープルの
剪定講習会。パイプで棚を組んだ
その畑は素晴らしい管理で、
H型に仕立てられた短梢剪定の
樹が整然とまさしくお手本
通りの作りでした。

It was suny but very cold again.
The wind was cold, too. However, the
tempeartuer was still higher than usual.

I found an airplane while I was looking
up for pruning the over head trained kyoho
vines. It was crossing the blue sky
from east to west. It was flying at
higher speed than expected and I missed
the chance to take the picture with my
camera. While I was juggling with my gadget,
it flew into the cloud.

In the afternoon, I went to the Nagano Purple
pruning technic session. The vineyard was
constructed with steel pipes for the overhead
trelis and the vines were traied in H-shape
with spur pruning which looked really nice.

昨日までの天気とは
一変。冷たい風に雪の
舞う寒い日となりました。
午後から農協の園地点検。
農家の選定具合を見て廻ります。
その後の懇談会。話題はもっぱら
種無し葡萄についてです。
ナガノパープルやシャインマスカット
の苗木がかなり入っている話は
ありましたが、巨峰の種無し化は
今一反応が悪かったようです。

It was windy and cold winter day
which was totally different from
the weather until yesterday. Snow
flakes were seen in the cold wind.
We had vineyard inspection tour
by agricultural cooperative.
After the inspection, some discussion
was held but the most of the people
talked about seedless grapes.
Many rootstocks of Nagano Puruple
and Shine Muscat were introduced
in this area. Most of the people
did not seem to be intrested in
seedless kyoho growing.

ある巨峰の畑で剪定をしていたら
隣のりんご畑の中、
50ｍほど前方を散弾銃を
持ち、オレンジ色の救命胴着みたいな
ベストを着た猟師がただならぬ
気配で通ってゆく。耕作放棄地
に集まる鳥を狙っているようだ。
鳥達も察してそれぞれ飛び立ったり、
雉等は私のいるほうに駆け足で
逃げてきたあげく、
私と目が合ってあわてて
飛び去ってゆく。猟師からは
私が見えるのかどうか、
散弾銃を打たれたら
当りかねない。明日の新聞の
見出しが一瞬頭をよぎる。
そのうち鳥を追うのを
あきらめたのか、私に気づいたのか
来た方向に帰ってゆく。

その場所は猟師仲間ではきっと良く知られた
穴場なのだろう。車を農道に止めて
忍び足で躊躇なく向かってゆくのだから。
りんご畑とはいえ私有地なんだけどな～。
こんなところで猟をするつもりなのか。

その耕作放棄地と私の巨峰畑は、
いわゆる「飛行場」で、
「うまいれ」という進入道路が無く
他人の畑を通らなければ行くことが
できない。農薬散布や収穫には
りんご畑を通らせて貰っているが、
結構気を使う。車を入れられないから
不便で、専業でもない限り
見捨てられたままだ。雑木や
葦が生い茂り此方に勢力を拡大して
くるし、猪のねぐらになったり
することもあるだろう。
まさか猟師も出没するとは思わなかった。

When I was pruning in a kyoho vineyard,
I noticed two hunters wearing lifevest like
orange vest and holding shotguns in their
hands passed very quietly around 50m
away from me. The strange air filled
the space and many birds flew away from
the direction to which they were heading
for. Phesants ran towards me and suddenly
stopped to have found me in front
and flew away to the different direction.
The hunters seemed to come to the abandoned
farm adjacent to my kyoho vineyard.

They either having given up
chasing the birds or noticed me walked
away slowly. Tomorow's newspaper heading sparked
in my brain when I thought of their firing.
I wondered if they have seen me.

The abandoned farm should be a well know
place for hunters because they just parked
their car on the nearby small road and went
the farm without hesitation. The apple farm
where they waled through was a private one
and they were not supposed to do trespassing.
Is the hunting allowed around here ?

The abandoned farm and my kyoho vineyard
are so-called a runway and they do not
have direct access from nearby road.
One cannot reach there without going throug
somebody's land. I got permit from the
landlord and I go throught the apple
orchard when I spray or harvest or whenever
I need to. But even so, that bothered me
a lot. Many of such runway farm are abandoned
unless the farmer is full time farmer.
Usually they farm is left untouched then
many woods or reeds fill the land and
tend to invade to the neighboring farm.
It might become a next for a wild bore, too.
I did not expect hunters would frequent
to the place for hunting.

宇和島から晩柑が届いた。
暖かい日に南の国の
春の空気が広がる。
いよかん、ポンカン、
ネーブル、　はっさく、
デコポン、せとか、はるか
の7種類の詰め合わせ。

デコポンまでは聞いたことが
あるが、せとか、はるかは
初めて聞く名前だ。
そういえば、りんごにも
愛果のかおりというのがあったな。
「か」をつけるのが流行りなのか。

ネーブル、デコポン、せとか、はるか
は食べるのは後回しの方がよいとか、
3週間ほどは持つとか、書いてある。
生産者が書いたと思われる丁寧な
メッセージは好感が持てる。
残念なのは、外箱にも中にも
生産者の連絡先が
書いてないところだ。
きっと奥ゆかしい人なのだろう。

A pack of citrus fruits was
sent from Uwajima. Fresh spring
air of southern island spreads in
my room on a warm winter day.
There are seven kinds of citrus
fruits, Iyokan, Ponkan, Navre,
Hassaku, Dekopon, Setoka, and Haruka.
I have not heard of Setoka and Haruka but
others sound familiar even to me.
There is an apple called Aika-no-kaori here.
It must be popluar to put 'ka' to the end
of the name of the fruit.

There is a message inside the box saying
that Navre, Dekopn, Setoka and Haruka may
taste better if eaten at later time, that the
fruit can be enjoyed for three weeks, etc.
It is good to read such message maybe written
by the grower. However, it if a pity that
the name and contact of the grower is not
found any where inside or outside of the
container. He (the message is written
by a male name) must be very modest person.

日本の「行政」（特に大蔵省や通産省=当時）
は無策の策だと批判されていた時期が
あった様に思う。本来「政府」となる
所なのだが、「行政」即ち実質省庁（官僚）
となっているところが、政治を動かして
いる実態を言い当てていて皮肉な
批判でもあった。

何もやらない、放っておく、そして
時が解決してくれるのをひたすら待つ、
少々批判されてもしばらく我慢すれば
忘れられる。そうして、いつの間にか
問題はうやむやになる。問題は慎重に
して表立てない。

こういう政策が批判されたのが、
かつての貿易摩擦の時だったり、
バブル経済破綻の時だったりしたような
記憶がある。

そんな表現を思い起こさせたのが
「県内での大型風力発電、知事『不可能』
の見解」という新聞記事だった。

峰の原での風力発電建設計画については、
須坂市は態度をはっきりさせていなかった。
議会で市長は『県のアセス審査結果が出たら、
市長が決定をする。』というような発言を
していたらしい。その後審査結果が
出たのかどうか、出たらどんな内容だった
のかは知らない。

ただ、「県は計画地を「影響想定マップ」で
「慎重に検討すべき」とか、更には
「特に慎重に検討すべき」地域に指定した。」
というような報道はあったが。それでも
今日に至るまで、須坂市の態度は
明らかではない。

と、姿勢がはっきりしないうちに
知事のコメントが発表された。
これじゃ仕方ないね、となるのかな？

最近話題の「かんぽの宿」、ある大臣が
俺は何も聞いてない、なんかおかしくないか
と発言するまで、何も表ざたにならずに
静かに進行していた計画だ。
彼が「無策の策」を弄すれば、何も
問題にならずに、国が株主の会社が
国民の財産を不当な（売却を白紙に戻して
総裁が謝罪したのだから不当だったのだろう）
廉価（もしくは方法）で売却されていたわけだ。

一見「無策の策」は高等戦術のように見える
場合もあるがその実、方針を決めたり
解決策を探す努力を放棄してしまうこと
だし、また不公正を見逃すこともあるわけだから、
トンでもなく無責任な戦術でもあるわけだ。

無策なのは、結局自分達はどこへ行くのか
というベクトルが無いから無策にならざるを
得ないのだろうな。コンパスの針が
磁界を失ってくるくる回っているような。

I remember Japanese administraion
(especially the Ministry of Finance and
the Ministry of Trade and Industry at the
time has been criticized for its no action policy,
from time to time. The word administration
was used instead of government which seemed
to indicate ministries namely bureaucrats.
The expression seemed cynical to me because
it suggest that the policy makers were
acturally bureaucrats but not the lawmakers.

Doing nothing, leaving untouched and
waiting for the time which would solve
the problem seemed a common tactics among
the policy makers. They may be criticized
for a while but, if they could be patient
for a while, the problem would go away and
would be forgotten. Any potential problem
should be deliberately put aside and should
not be apparant to anybody. That is the
key to the make things through.

I think this policy was criticized
very badly at the time of trade frictions
and of burst of bubble economy.
I was reminded of such an expression when
I read about the news that the negative
comment of the governor of Nagano prefecture
about the large size wind farm in our
prefecture.

Regarding the wind farm project at Minenohara
Kogen heights in Suzaka city, city government
did not say yes or no clearly. The mayor was
said to mention that he would make a decision once
the environmental assesment by Nagano prefecture
would be released. I don't know if there has been the
release of such assessment or not, and the contents
if there was any.

Later on Nagano prefecture categorized that area
as 'to be studied with care' and later
'to be studied with special care.' Even so,
Suzaka city did show any clear direction but
kept saying that they were waiting for the
answers to the questionaires from the project
company.

While clear direction was not shown by the
municipal government, the governor's commet
was released. What will happen then ?
Do they that they cannot help but following the
prefectural directions...?

Resently, the bulk sale of the inns owned
by Japan Post has been the focus of arguments
at the parliament. That has become to be known
by every one only after one minister mentioned
about the issue. If he applied No Action Policy,
the assets of the company of which shareholder is
100% the Ministry of Interior, that means the
tax payers, were sold in an unfair way or illegally.
As the president of the Japan Post applogized and
withdrew from the sales plan, it must have been
an unappropriate deal.

No Action Policy may look as if it was a
discrete policy but on the contrary it has
an aspect of irresponsibility because it refuses
the efforts of making important decisions or
of searching for the solutions, or possibly
of fiding unfairness.

I think, when we don't have a vector which directs
ourselves, we have to choose Non Action. It is
as if the indicator of a compass kept
turning around in the magnetic field when it loses
magetic.

グリーンツーリズム研究会
のメンバーで、蕎麦打ち道場
をやっている方がいて、
今晩は有志でお邪魔して、
そば打ち体験。
私も練習の積もりで参加。
ほぼ全員が初心者なのだが、
プロに教わるとさすがに
違う。切った蕎麦の太さは
素人だが、立派な蕎麦に
なりました。

その後師匠の打った蕎麦も
ご馳走になり、一同大満足。
大分盛り上がって、
我々自身がまず楽しくなくちゃね
という結論となりました。

私もこの冬既に6回目の
そば打ちとなり、大分
練習をつむことになりました。

One of the members of Green Trourism
Study Group runs a buchwheat making
training school at home and some of us
went to his school and tried soba making.
Most of us are beginners but the result
was terrific thanks to the instruction
by the professional. The width of soba
noodle was wider for our case but the
noodle looked quite OK and tasty.

We ate soba made by the instructor and
were all satisfied with it and his
treat. We enjoyed the a lot and
agreed that the members of the study
group should enjoy accepting the guests.

I made soba six times already for
this season and began to feel some
improvement.

最近の派遣打ち止めなどで
就農希望者が増えているのだそうだ。
就農相談会には参加者が増え、実際
農業法人への就職が決まっている
ケースもあるようだ。

それはそれでいい。農業法人は採算ベースで
採用しているのだろうし、就職者も
月給が払われるのでそれなりの
生活保障が確保される。

ただ、一方で個人農家としての就農者
は増えているのだろうか。政府は個人農家
を増やす政策を採っているのだろうか。
「担い手」と称して、一定規模以上の
農家を厚く保護しようという政策が
ある事は知っている。ただし、現状は
どうなのか。長野県下でそれに該当する農家は
ほとんどないだろうという話を聞くくらい
だ。実質農家の大多数を
占める小規模農家の切捨てではないのか。
もし、結果として切捨てされた農家の
農地が集約されるのなら効果はあったと
言えるかもしれないが、実際は遊休荒廃
農地の増加に繋がる可能性がある。

新規就農者を増やそうにも、非農家の
就農には大きな壁がある。そこを
サポートする政策は聞いたことが無い。
そもそも、何をどのくらい作れば
自立可能な所得を得られるのかの
ケーススタディを見た事がない。
過疎対策として
住宅の提供や公社での採用をしている
例はほそぼそとしてはある。
が、そもそもそんなものを作ると、
やる気をくじくことになりかねないから作って
いないのではないか、とかんぐってしまう。

作物別反収の、夢の様な数字を
並べたものは、散見するが現実的でない。
この国の政策には農家を増やそうとする
真剣さが感じられない。食糧安保の
政策は存在するだろうか。

「ナガノパープル」の歌の、

のんべーのとしちゃんと
葡萄栽培についてのまじめな
話を飲みながらしているうちに
なんかやろうということになり、
急遽2月21日（土）午後6時半より
市内の旋風堂にてワイン会を
やることになりました。

全て楠ヴィニヤーズ産の、未発表の
ものを含むワインを先行プレミアにて
全10種類程度出します。

While I was discussion about
grape growing with Toshi-chan
who is famous for the song of Nagano
Purple, a nice guy but actually a good
drinker, we came to decide to have
a wine party at Senpudo restaurant on
Saturday, Februray 21.

At the wine party, all of the wines
are made in Kusunoki vineyards including
pre-release premium wines. Total of
10 kinds of wines will be presented.
It will be held at Senpudo at Myotoku
from 6:30 pm. The fee is very reasonable
thanks to the mast of the restaurant.
Please come an enjoy the wine made in
Suzaka.

今日無核巨峰の剪定講習会
があった。種無し巨峰の引き合い
が多くなり、それに対応できない
と一緒に来る有核の巨峰の商機
も逃すケースが出てきている
のだという。それで、JA須高
としても無核巨峰への転換
に乗り出したのだという。
有核産地を売りにして来たので、
「種無しの方が種有りより
食味は落ちるのですが」、
というコメントも
ご丁寧につけられている。

今日の講習会は、
今まで長梢剪定だった巨峰を
中梢剪定にする方法と
短梢剪定にする方法が
実技で紹介された。

ただ、一番簡単なのは
最初から単梢剪定とする方法だ。
私は、巨峰は有核の長梢剪定で、
ナガノパープルは短梢剪定だ。
今後出てくる巨峰の更新は
どうしようか迷っている。
短梢剪定だと、ジベ作業が
短期集中になるのと、
摘粒の作業の負荷が大きいのが
問題なのだ。

A seedless kyoho study session was
held today. According to the local
agricultural cooperative (JA), they
are getting more seedles grape inquiries
and losing business opportunity for
not having seedless kyoho grape.

As such, they decided to encourage
to grow seedless kyoho to the members.
Because they have made us pursued
seede kyoho until last year, they put
a small comment that seedless kyoho
tastes not more than seeded kyoho.

At today's study session, how to change
cane pruned kyoho vines to shorter cane
pruning and to spur pruning vines.
The technique was shown on practice, too.

But the easiest way is to plant and grow
new vines and train it by spur pruning.
I apply cane pruning to kyoho vines and
spur pruing to Nagano Purple vines.
I am still wondeing if I apply which way
to my newly planting kyoho vines.
In case of spur pruning, gibberellic acid
application needs to be done in short
period of time and the hard work of
berry thinning is required to each
bunch. The burden is quite heavy.

今日は比較的寒くて
冷たい風も吹いていたので
しっかり防寒して畑へ。
それでも天気が良いので
それほど寒さは感じません。
というより、今年は暖かい！
この程度、寒いとはいえない！

お昼過ぎまで快晴。
遠く北アルプスでは
西側からの雲が山頂から
空に吹き上げていて
まるで、吹雪が舞い上がる
ように見えました。

写真は夕刻近くの
根子岳です。
山の上ではさぞかし
見晴らしがよかった
ことでしょう。

人形博物館へは大勢のお客さんが
来ていました。小さい子供と
親とおばあちゃんの親子三世代や
女性グループが多かったような。
「おばあちゃんにみせて
あげたくて」という会話が
ちらほら。確かにそんな思い
にさせるイベントです。

It felt rather cold today and
a bit windy from north. I wore
heavily and went out to the
vineyard for prunint.
But, as it was sunny, I did not
feel cold at all. It is so warm
this winter!

There was no cloud until noon time.
Far in the west, the Japan Alpes
was seen so clearly. As the clouds
was blown up in the air by the westernly
wind, it looked as if the snow had been
blown up in the air by strong wind.

The photo shows the Nekodake Mountain
in the late afernoon. There you must have
had very clear panoramic view.

There came many vistiors to the
World Folk Doll Museum today.
There seemed many three generation
family groups with little kid,
parents and the grandmother, and
female groups as well. Converstaion
like ''I wanted to take the grandma
to see the girl's festival dolls''
was overheard. This event surely
makes people feel the same.

2月に入っていよいよ来シーズンに
向けて色々と予定が入ってきた。
無核巨峰の講習会、巨峰剪定の園地点検、
パープルの剪定講習、シャインマスカットに
ついての講演会等々。

農協は、巨峰については
有核一本の方針を無核に
大きく方向転換するようだ。
ただ、栽培は有核より手間暇
がかかり、栽培農家には負担
増となる。

「消費者ニーズ」が無核の
傾向だというが、単に受け入れ
られやすいものを推奨するのも
いいが、産地としてのブランド化に
力を入れてより高く売れるように
して欲しいものだ。
須坂の葡萄はうまいんだぞ～、という
のを世の中はそんなに認知して
ないと思うんだよね。
農協の人はそんなことは無い、
というんだけど…。
松坂＝高級ビーフ、みたいに
須坂＝偉大なる葡萄なんてね。
もちろん須坂＝おいしいりんご、
なんて他のものもあって
いいんだけど。

In February, I have grape related schedule
for next season such as, seedless Kyoho
study session, vineyard inspection of
pruning, pruning study session of Nagano
Purple grape, lecture on Shine Muscat
a new variety of table grape, etc.

The agricultural cooperative here
seem to change its policy on seeded
Kyoho to seedless Kyoho. Seedless Kyoho
growing needs more efforts and time
than seeded Kyoho so burden to
the growers becomes heavier.

They say consumer demand is more on
seedless kyoho. Such market oriented
recommendation is OK but I hope
that they need to pur more efforts
to sell existing seeded kyoho
at higher price. The branding is
very important for it. I want most
of the consumers will acknowledge that
the grape from Suzaka tastes great.
Of course the cooperative says our
grape is already very famous.However
is that really so? There should be
one simple equation that Suzaka is
great grape like Matsuzaka is great
beef. Suzaka is great apple, or great
fruit, etc., can do, too.

今日（2月6日）から人形博物館前の
畑の剪定に入る。用事があって、
博物館の方と話していたら、今年は
人形博物館と版画美術館の両方で
30段の雛人形を飾っており、
その他にも飾っているので
合計3,000体以上の人形が
飾られているという。

う～ん、１万体も遠くなさそうだな。

これは御殿雛という飾り方。
御所を模した御殿に飾られている。
雛飾りは江戸中期以降庶民の
中でも行われ始め、江戸後期
以降華美になって行ったらしい。

I started pruning at the vineyard
by the World Folk Doll Museum
today (Feb.6). While I was talikin
to the people at the museu, they told
me that the dolls displayed this year
was over 3000. They have two 30-story
steps with the dolls each and more dolls
are displayed in various ways.

Ummmmmm, they will soon have 10,000
dolls in the near future.

The picture shows the dolls in the
imperial palce like housing. The girl's
festival was adopted among the common
people and became popuplar after mid
Edo era, then it became more gorgeous
from late Edo era through Showa to today.

今日も一日中巨峰の剪定。
葡萄畑やりんご畑では
天気が良いせいで剪定の
ピッチが上がっている。
私も一日に巨峰1本の
ペースだ。1反分（約1,000平方メートル）
に約5本程度の樹があるので
1反分5日で終わるというペース。
普通ですね。

あまりに天気が良くて
気温が高いせいなのか、
切った枝の断面がうっすらと
濡れてくるのが見える時
がある。樹液が上がって
いるのだろうか。
まだ、涙になるほどでは
ないが…。
1月にもそういうことが
あった。あまり早く樹が
動き始めてダメージが出たり
しなければいいが。

I purned kyoho vine whole
day todai again. As it is
warmer for this season, we can
proceed pruning more than
usual. In my case, I can finish
pruning one kyoho vine per day
which means I can finish 1,000sqm
in 5 days. This pace is higher
than ususal but normal for spring.

I wonder if it is because of the
fine and warm weather this winter,
I often find the section of the
branch getting wet. There must
be sap moving inside the vine
already. It does not for a tear
yet but ... I remember I found
it in January, too. I hope such
early sap movig does not cause
damage to the vines.

いい天気が続いていて、
今は毎日巨峰の剪定です。

いつも上を見上げているので
首が痛い。常に上を見ていると
案外飛行機が沢山飛び交って
いるのが見えます。

また、青空に白い月が。
手元の携帯では、
肉眼で見るほどははっきりとは
映らないものです。

午後に入って北風が冷たく
なって、つい薄着になって
いたのを後悔。

It's been fine for a few days.
Now I am pruning Kyoho vines.

As I always look up to prune
the vines on the overhead trellis,
I have pain at the neck everyday,
and I often find jetplanes passing by
so many times. And white moon
in the blue sky. I took picture
by my mobile phone but the moon
is not so big in the picture as I
see it by the naked eyes.

The wind gets colder in the afternonn
and I regret a bit to put on lighter
clothings.

夕方市役所での会議の後
松代の「ブレイス」へ。
以前須坂で歌ってくれた
塩入規代さんのホームページ
で、ここで角田忠雄トリオ（
今日はカルテットでした）と
ライブがあるということで、
出かけていった訳です。

「Blase」というライブハウス
なんですが、Blase　の意味が
わからず、blaze か　brace
の間違いかな、なんていまだに
謎です。

というのはさておいて、
僅か観客5人の為に
5人で2ステージも
演奏してもらっちゃって
申し訳ないようです。
チャージ2,000円で、これだけの
ライブが経験できるとは！
かなりお徳なライブとも
いえます。

こんなライブハウスが松代に
はある。すごい！
須坂にも欲しい！考えよう。

塩入さん、ちょっと調子悪かった
みたい。飲みすぎかな？
風邪ですね、きっと。

After a meeting at the City Hall
in the evening, I went to a live
house named 'Blase' in Matsushiro,
Nagano City. I found that a live
performance would be held there
by Ms. Kiyo Shioiri with Tadao
Tsunoda Trio (today it was a
quartet) at Ms. Kiyo's website.

I wonder what 'Blase' mean. Is it
a misspelling of blaze or brace ?
It is a mistery.

Any how, it was a gorgeous live
because five of them played and sang
only for five audiences. I felt bad it
cost only 2,000 yen per head.
The performance level was too high for
such a small number of audiences. The
cost was too valuable.

It is amazing that there is such a
live house in Matsushiro. I wish to
have one in Suzaka which is bigger
than Matsuhiro in terms of population.
OK, let's think about it...

Ms.Kiyo seemed in a bad shape just
a little bit tonight. Did she drink too
much last night? She must have caught
a cold for sure.

市報が配られた。
須坂を活性化するための
シンポジウムが、また今年も
開かれるとのこと。
今年は湯っ蔵んどの新しい
経営者となる方の講演も
同時に行われる。講演会は
楽しみです。

そういえば去年は政策投資
銀行の藻谷さんの街づくりの
話でした。後日,川村さんの
持続可能な都市についての
講演もあったな。

来るシンポジウムでは、
須坂市の人口増対策と持続的発展可能性
を研究した成果が発表されるらしいが、
１にも2にも企業誘致で、
その為の新産業団地の計画
と用地の確保がテーマらしい。また、
第3として観光客誘致の研究成果が発表される
らしい。

去年の講演者達は、
新しい産業団地の開発なんか
おやめなさい（人口減の時代
にあって、その為のインフラのメンテが
将来財政負担になる）
それよりもまず既存の資源を生かした
街づくりでしょ(明確な方向性をもった）、
とはっきり言ってたような記憶がある。
この両者のコントラストが見事で
興味深いものがありました。

さて、今年はいかに。

Monthly distribution of municipal
information for the month of February
was delivered. I found a notice about
a symposium regarding the revitalization
of city of Suzaka. And a lecture is
going to be given by a new head of new
management organization of Yukkuland,
a hot spa established and owned by
the city government. The spa facility
so far cannot run black. I am really
looking for this lecture.

Last year there were very interesting
lecture by Mr. Motani in conjunction
with the same symposium and another one
by Mr. Kawamura about the sustainable
community.

At the coming symposium, study resuluts
by the municipal government regarding
how to increase the population and about
the sustainable development (of what ?)
of the city will be released. According
to the information, the people at the
city government studied mainly about how to
invite corporations to the city, to
the existing and new industrial parks
and the development of such new facilities,
followed by how to induce sightseeners to the
city.

If I was not mistaken, the lecturers
last year recommended not to develop
new industrial park as the maintenace
cost of the infrastructure would be
a big burden to the population declining
local government. They recommended to utilize
existing resources to make the town
a better and more comfortable one with
clear direction and determination.
They saw the trend of
population decline was obvious. So the issue
would not be how to increase the population
but how to establish a sustaible society.
The contrast between what were studied by
the city government and what those lectures
said was so sharp and was really interesting.

So what about this year?

知り合いの家族連れが
2組ほどくるので
そば打ちをやらないかと
誘われ、昨日雨の中を峰の原に
上る。途中やや重い雪に
変わり、夜半から吹雪に。

暖かい部屋の中では、
そば打ちに続いて
美味しい食事とワイン、おしゃべり
に興じる。

今朝は新雪が30センチほど
積もったのか、風が強いせいで
吹き溜まりとそうでない余り積もって
いないところがある。
雪のなか、リスが餌を求めて
窓の外を行ったり来たり。

お昼近く、習いたてのテレマークを
練習しにゲレンデへ。
大分感じがつかめてきたなと
急斜面にでるととたんに
行き先がおぼつかなくなる。

午後心地よい疲労感と共に山を降りると
須坂の町に積雪はなく、ちらほらと
雪が舞っている程度であった。

I was invited to make soba noodle for
the frineds family who were to come
to spend weekend at Minenohara. Then
I drove up to Hinenohara Kogen heights
yester day when it was raining in Suzaka.
It turned to be wet snow on the way
and became heavey snow falls at night.

In the warm dining room, we enjoyed
soba noodle making followed by
wonderful dinner, good wines and
conversations.

This morinig, we found the new snow fall
around 30cm depth but deeper at snow drifted
area and almost nothing where the wind was
strong. A squirrel came up and down beyond
the window for flower seeds.

At around noon time, I went out to
try telemark ski. After a few down hill
along the beginner's course, I felt
I could make it very good. But as soon
as I tried it at steep slope, I found
myself a mere beginner and found no
way to control my direction.

In the afternoon, I came down with
comforatble fatigue to Suzaka
where I found no snow falls but
just a little snow flakes in the wind.
